Folks,
An explanation as to why these changes were incorporated post support
yesterday.
Part of the process leading up to discussion by the AC requires a
staff review for clarity and understanding. The ARIN staff had pointed
out that the previous text conflicts with a recently adopted global
proposal that is not yet adopted in any other RIR region. That means
that it is not yet implemented, but it is staged anticipating that the
supporting global policy "might" proceed. In order to insure that
there was isn't a conflict between this proposal and the pending
global proposal, it was suggested that I add some text to clarify and
insure that a collision wouldn't occur. ARIN staff also suggested
that the section numbers would differ so I marked them up as
placeholders only so that this could be properly fit into the NRPM if
it is adopted.
