I think most of your concerns about prop 132 stem from a misunderstanding. The proposal doesn't change any other policy - it only deals with the definition of "customer".
But this issue is worth exploring:

How do you define "reasonable"? Do you feel that your definition is adequately fool-proof, such that it can be applied to the entire ARIN constituency? And does your definition achieve some desired result that prop 132 does not?
