The list of acceptable documentation in https://www.arin.net/resources/request/transfers.html seems reasonable and complete.
Prop-134 says similar things less eloquently but with more words. Prop-134 is attempting (and failing) to fix something that is not broken.
Therefore, I oppose Prop-134.
