To the contrary, many registrations have been updated by the address 
holders, even if they do not participate in ARIN policy development
(you do not need to have a registration services agreement with ARIN
as a legacy holder to update your information - this was a very 
conscious decision on the part of the community given the importance
of having accurate registration data)

Legacy address holders are already registered in ARIN's Whois, and 
are subject to the same policies as any other resource holders.
