That is likely to be the case. If though, as you say "many people"
do not get this, the proposal needs to be edited to make clear the
intentions. In the absence of clearly stated goals, many of us with
a history in this space will assume the same reasons as the last time
we read such a proposal.
The words "as it is written" are significant when asked "Do you
support this proposal as written."

FWIW, I am aware others are free riders. I don't care, so what? I'm
concerned about my access to the data.
