It is helpful to take into context the whole paragraph explaining the
abandonment of Prop 128 and not just pull at one part of it.  Prop 128
would have gone into effect when IANA depleted (not ARIN, as you seem
to reference above).  The AC meeting was on Jan 28.  IANA depleted 6
days later on February 3.  We knew IANA would deplete prior to the
next AC meeting.  As shepherd for this proposal, I suggested
abandonment after discussing it with one of the authors and several
other AC's members.  The suggestion was based on opposition to the
proposal on the mailing list AND the fact that it would take emergency
action by the board prior to IANA depletion.  In order for the board
to take "emergency action" on something, there must be significant
risk to the ARIN organization.  The change from 12 month allocation to
3 month allocation upon IANA depletion has long been published, and
projections for IANA depletion were well known.

I don't believe we have ever (atleast in my experience) abandoned a
proposal because of a time constraint like this. I would say that this
was a fairly unique case, we've never had such a deadline before.  It
is quite different from when the AC says, "we accept this onto the
docket to work on it, but it missed the deadline for the next in
person meeting"  We did not say there were too many proposals, just
that there was not enough time to go through the PDP - which includes
presentation at an in person meeting.  which meant the only option
would have been emergency board action - and we determined this prop
would not meet the criteria for emergency action.
