Mike - 

  I agree that such a use does not appear consistent with the present
  WhoWas AUP.  Multiple issues exist, in that the proposed use would 
  likely be both commercial and external at some point in the process.
 
  If you believe that we should strike "non-commercial' from the WhoWas 
  AUP (or any other similar changes), please send that suggestion in on
  the ARIN-Consultation mailing list.

  (Note also that proposed seller could ask to have the block listed
  in STLS, and ARIN would in the process validate that they are the   
  correct registrant for such purposes.)
