I understand that you must respond on ARIN's behalf. And, believe it or not, I don't usually hold it against you. :) I do, however, worry about the conflation of ARIN, the ARIN membership, the PPML community, and the Internet community. This is why I advocate the way I do - and I hope you won't hold that against me. ;)

This mostly seems reasonable. All property rights under the law have limits. But a few issues come to mind... I'll ignore the more argumentative questions for now, and just focus on a single issue that might actually influence current policy:  If the seller has the exclusive right to transfer (a given block), then how could another party (such as ARIN) legally "reclaim" the addresses? Wouldn't the seller have to "transfer" them to ARIN in this case?
