That is one possibility. Another may be that you are
willing to invest the time/effort (money) to rearrange
your usage in exchange for fair compensation of
those effort (there are no doubt edge cases, but
for many, some internal renumbering, and updating
documentation, and changing filters, and changing
security trusts, is going to have to happen; those
are real costs). "Fair" may, of course, also just be
a euphemistic way to say profit for some transactions
(cost plus profit).
