The annual fee *is* $100 yearly for end user organizations
for maintaining all of their resources (ASN numbers, IPv4, IPv6).
Only actual transactions (obtaining resources) have the larger
charges. ISPs do pay higher fees annually. End users do not.
And while $100 is certainly more than $0, it is less than
many pay for designer coffee in a year (and, full disclosure,
I am one of them).
