The policy proposals with the most chance of success, and more
importantly the most chance of positive impact upon the community, are
_very_ often born of consensus - not with the intention to spur
debate. Debate does not require a proposal. Policy does require
(rough) consensus.

My suggestion to all aspiring policy authors is to vet your ideas, and
then your text, on the ppml _before_ submitting them as proposals. It
greatly increases your chances of being productive in your efforts.
Cooperation, not combat, should be your tool of choice.
