8.3 doesn't say receiving multiple CIDR blocks is allowed....
This should be clarified further.

"transferred number resources may only be received under RSA by
organizations that are within the ARIN region and can demonstrate the
need for such resources, as a single aggregate, in the exact amount
which they can justify under current ARIN policies."

I understand that to mean, the transfer has to be for the exact amount
of resources the recipient can justify.

If they are attempting to receive a second CIDR block after receiving
the first one,  then obviously
they are not following 8.3  as they can justify more than they
received with the previous transfer.
