Now that's a nice, objective and impartial view of the alternatives....not.

My ideas:
1) recognize the distinction between the small number of people who participate in this list and in PDPs and the ip address-holding community as a whole
2) understand the limits of ARIN's actual authority.
3) understand the economic incentives that play a big role in shaping behavior
4) formulate policies that work within those parameters
