So, um help me out here.  I just want to make sure I understand this.

So with respect to all the space being transfered, Microsoft will demonstrate
need and ARIN will review need?

According to the press reports, the amount of IPv4 space involved is on the
order of about 10 /16s, correct?  (The exact number being quoted is 666,000
IPv4 addresses, but I suspect that may have been rounded up to a conveniently
satanic number by an over-eager press yearning for a little extra twist to
the story.  Then again, we _are_ talking about Microsoft, so maybe 666,000
is in fact the exactly correct number.)

How exactly does one go about demonstrating an immediate need for 10 /16s?
