They actually have done so in the past.  I don't know what recourse they 
think they have if ignored, but back in 2003, I was involved in a dispute 
over the routing of some IP space and an ASN.  In the middle of 
transitioning a hosting provider we bought at fire/going out of business 
sale, the seller struck a better deal with someone else and backed out on 
us.  We were already their sole transit provider and in the process of 
doing the ARIN transfer of the ASN and CIDRs and continued announcing the 
space, trying to service the customers, after the seller shut off his 
router and locked us out of his facility.

Our upstreams received notification from hostmaster at arin.net [Janet 
Hensley] that the ASN and all related direct allocation networks "should 
no longer be announced on the internet" [by us].  The message was 
apparently not entirely truthful, saying that all the resources had been 
returned to ARIN.  AFAICT, the reality is, all the resources were returned 
to one of the people who'd been running the network we thought we'd 
bought, and all of those resources eventually were transfered to another 
organization who presumably successfully bought the failing provider.

So, though most probably don't, I do have personal experience with ARIN 
acting as routing police.

If anyone doubts me / wants to refute this, look up the details of 
ARIN-20030719.233 and lets hear other sides of the story (if there are 
any).
