That explicitly targets a particular technology rather than a class of use. That could be reasonable but beware that resolving
fairness issues with restrictions on specific technologies can be much harder than addressing them for class of use. We could spend
years enumerating and arguing about all the specific technologies that should no longer qualify for IPv4 addresses.

[WEG] And perhaps we will in a follow-on policy, but that's not what I'm trying to accomplish here. My point is to make an update to
*this* policy that addresses my concerns by tying the specific justification for the policy to an explicit recommendation for ARIN
staff on how to implement it. Surgical, not general.
