[arin-ppml] ARIN-2011-6: Returned IPv4 Addresses - Last Call

Thanks. Sometimes baby steps are required. This policy insures that
addresses do not leave the region only to be later sold back to
entities in the region at much higher prices. The intent is to make
sure that we collectively are not making others rich at the expense of
our region.

Our primary responsibility is this region. Secondarily, we can help
other regions. I support both, but the terms need to be acceptable to
ARIN regionaires. We passed a proposal (40:5) that spelled out what we
want and others are in process of changing the game. Being in favor of
this policy simply means that you reserve the right to agree how you
want to help other regions and you swing a hammer that every time it
strikes the nail is an encouragement to compromise.
