This is talking about the creation of subordinate registry structures 
(for example, national Internet registries...)

If the concerns were significant enough that the even the RIR's own
internal structure were not create these issues for others globally,
please explain how a restructuring of tasks as you've suggested within 
the ARIN region doesn't raise similar concerns, and require serious 
up-front documentation and discussion of the changes?
