I remain opposed to this policy on the belief that there has been insufficient justification as to why critical infrastructure as
defined in NRPM 4.4 is actually in need of reserved and guaranteed IPv4 resources for the next 36 months. 
Critical infra was identified so that micro-allocations could be made before NRPM allowed for /24 allocations. I do not believe that
directly translates into special treatment for access to IPv4 resources, and I believe that people are banking on the fact that no
one will question the scary notion that "critical infrastructure" maybe won't get access to the IPv4 addresses that it needs in the
future.

New gTLDs need to get in line along with all of the other businesses that need IPv4 resources in order to provide services, or
participate in the transfer market as necessary. It is unrealistic to expect that every time a new gTLD is defined, that it will be
perpetually available via IPv4 and will not have to incur any additional costs to obtain those resources. 

I'm less opposed to a carve-out for IXPs and/or root servers, but even that I think needs some justification. 
I might also be willing to support more specific language that limits this to expansion of existing gTLDs due to growth, so that new
gTLDs are in the queue along with all of the other new businesses that will be at a disadvantage when they can't get the IPv4
resources that they need.

Draft Policy ARIN-2011-4
Reserved Pool for Critical Infrastructure

Version/Date: 16 Feb 2011

Policy term: 36 Months following implementation

Policy statement:

ARIN will place an equivalent of a /16 of IPv4 address space in a reserve for Critical Infrastructure, as defined in section 4.4. If
at the end of the policy term there is unused address space remaining in this pool, ARIN staff is authorized to utilize this space
in a manner consistent with community expectations.

Rationale:

Section 4.10 of the NRPM is insufficient with respect to insuring the continued operation of critical infrastructure. This proposal,
if adopted, will protect those resources with a reasonable amount of reserved v4 address space and prevent an overrun of CI needs by
NRPM Section 4.10 or any successor. The intent is to separate CI needs and make a distinct pool available to insure the continuity
of CI allocations per NRPM Section 4.4 for at least 36 months.

Timetable for implementation: Immediate
