It isn't just activity at IANA, it would require activity at ARIN in order to become
activity at IANA, since the only way for a global policy to come into effect is
for it to be enacted by all 5 RIRs and then ratified by the ASO AC and the
ICANN board.

This isn't an exception unless there is further action within ARIN to make
it an exception. The only possible way it could be is if the other 4 RIRs
somehow convince ICANN to take the extraordinary step of reconsidering
a global policy which was declared abandoned by the ASO AC (which
we passed as 2009-1).
