[arin-ppml] ARIN-2011-6: Returned IPv4 Addresses - Last Call

The new text does not contravene ICP2. The new text precludes resources
from being moved out of ARIN into limbo at IANA until such time as a global
policy is adopted to override those provisions of ICP2.

In order to make it possible for IANA to reliably issue IPv4 addresses that
are returned henceforth, some contravention of ICP2 through the global
policy process is necessary.

ICP2 is a global policy. It is subject to contravention through the global
policy process and that is as it should be.
