Note also that as APNIC enters this stage of available IPv4 resources, their policies for allocation transition into a specific set of austerity measures designed to prolong availability of small IPv4 blocks for requesters for as long as possible.

At present, the ARIN region has no similar policy (and may or may not have any need or community support for such a policy...)

I will point out, however, that if such a policy is desired, it would be best to consider the matter sooner rather than later, so as to make certain the ARIN's final stage of new allocations matches community expectations.
