Sure, and if that's going to be how these play out wouldn't it save 
everyone a whole lot of time and money if we revised to policy to remove 
the "single aggregate" requirement?

(Just like it'd save everyone time and money if we allow people to 
delegate blocks to others without setting up fake tunnels to them)
