They need all of those IP numbers so they can sell some of them off and
make a pile of money. ;-)

Seriously, MSN = Microsoft so my guess is that MSN is getting a lot of
those numbers.

Also if Microsoft chose to publicly number all of it's internal desktop 
PC's and not use NAT I am sure they would have justification.  They may
also be "trading in" disjointed blocks for a single contiguous aggregate.

I very much doubt that John Curran will say anything further on this
as knowing Microsoft they probably put ARIN under NDA.

But since the new block is under the RSA it is mandated to appear in the
WHOIS database, so I am sure interested parties can see where the IP
numbers are going sooner or later.
