To be clear, you're only talking about requests from LIRs from other
regions that have no presence within the ARIN coverage region when
you say "sending them directly to /dev/null"; companies like NTT,
for example, which have a significant presence in the ARIN region
would surely still be serviced happily by ARIN in the same manner
as they had previously, for their IP resource needs within the ARIN
region?

Or are you proposing that unless the company exists *solely* within
the ARIN region, they should not be allowed to request resources
from ARIN?
