[arin-ppml] Petition for Discussion of ARIN-prop-136

And it's unfortunate that I won't be able to be counted in this
petition. The ARIN AC implemented a "rule" that disallows AC members
from initiating petitions or being counted in support of or in
opposition of petitions.
