Yes, needs-based applies to _addresses_ generally. It's not particular to an RIR or an allocation method.
The RIRs themselves, and the IANA above them, are subject to the needs-based regime as well. That's defined in RFC 2050, under which we all live. Even APNIC, whether they recognize it at all times or not. Likewise, the DDN-NIC and the InterNIC used the same needs-based regime.
