[arin-ppml] ARIN-prop-139 No reassignment without network service

I don't think the problems that RIPE (and not ARIN) has experienced 
would justify them adopting a measure this draconian much less ARIN 
which hasn't AFAIK seen anything like what is described.  I believe we 
discussed this topic, at length, a couple of months back and the near 
universal agreement was that little if any harm had been documented 
while much good and potential good had been.  I personally don't have a 
problem if some of the language is tightened up to ensure that all LIRs, 
connected or not, enforce ARIN's rules to those they reassign addresses to.
