[arin-ppml] Support for ARIN Proposal 2011-3

I think I could live with it either way, but would prefer it be removed. But, only if that will not hinder it's quick approval.

If the policy is not passed quickly, I fear that it will hinder widespread adoption. Many of my ISP customers are waiting for this policy to be adopted before getting their allocations. They feel that there is no benefit from getting the default (too small) /32 and deploying it now, only to have to renumber and give it back soon.
