I agree with both Leo and Owen. That is what abandoned Policy Proposal 
#112 was all about, choosing to wait before deciding what do with the 
last /8 in minute detail.

Unless a policy will actively cause serious issues, even if all it 
accomplishes is preventing more of the last /8 from running through at 
the same rate as current, I am going to support it.
