I really have to disagree with this.  These "experimental" blocks are
one-shot things and once they are returned we won't have this as a 
problem in the future.  I see no need to clutter up policy.

All you should have to do is put down "Returning IPv6 /32 block" as part 
of the justification you submit to the ARIN hostmaster for a larger IPv6 
block.

I would suggest that anyone in this situation start by e-mailing the
ARIN hostmaster and ask if doing it this way would be OK.  If not, THEN
let's consider policy additions.
