Interesting idea but the IETF is over that way ---->

And be prepared for people to drag up 10 year old ideas that you
have never heard of and tell you that "we already rejected that idea".

Unfortunately, ARIN cannot direct the IANA to do anything other than
change the allocation process for blocks which the IETF has already
directed IANA to allocate via the RIRs.
