Hear, hear.
Also, allocating numbers to people who don't need them goes against the
grain of all of ARIN's policies. It is not very hard to fill in a form
and get an IPv6 allocation. There is no problem that needs to be solved.
As for IPv6 deployment, ARIN doesn't have much to do with that.
Deployment is an Internet operator problem, not an ARIN problem.
