[arin-ppml] Global Transfer policy

Joe: yes, that is an idea we've been batting around.  I'd be happy to work
with you and any other interested parties, here and especially in other
regions, to draft simple policy along those lines to allow inter-RIR
transfers.

Do people think that now is a good time to start discussing globally (or
inter-RIR) coordinated transfer policy?

I did have a simple thought on the matter.

Global policy that specifies that any transfer between any two RiR needs 
to conform to the policies of both should be a simple enough solution.
