[arin-ppml] Props. 122 + 123 process?

I support PP123 and can accept putting 123 through the emergency process if others feel it is necessary.

I oppose PP122 in that I feel suspending 4.10 could be harmful and is unwarranted. I see no need for PP122
to go through the emergency process in its current form.
