Well, sorta. We want to use this for transition.

No. We want to use it for transition. I made this temporary so that there
was an implied pressure to do something rational _and_ to cooperate. The
expiration would hopefully make everyone have an "oh heck" moment and work
together. At least I hope. We should be able to [wo]man up and find a
methodology that is not "insufficient".
