Gary,

Agreed, I set an expiration on the proposal of 20 OCT 2011. If no work was
done on it and we didn't reach consensus, it would expire and the addresses
would go back into the free pool.

I also want to note that this would be an emergency request due to the fact
that exhaustion is now. We are _not_ going to make it to the next meeting.
