Leo,

Thank you for your explanation. It seems as though you would like to
start with low hanging fruit where "abandoned" would mean:

   1. the address space is not routed; and
   2. one of the following circumstances applies:
         1. administrative (or technical?) contact disavows use of the space
         2. no contacts can be found either by email, by phone, or by post.

This is the sort of specificity that would provide good direction to
staff, scope the work, and provide the community some visibility as to
the cost of the effort.

I write "start" above because I could see this sort of policy evolving
over time.
