It would be equally "nice" (perhaps better) if "people who need IPv4
space" could get some of it (after all, the only reason you want ARIN to
get it back is to they can turn around and give it to people who need
space), which they can do under a transfer policy, and which the holder
will be willing to do once the people who need the space are willing to
pay him enough. Among other things, unlike ARIN's "here's a block, for
nearly free" policies, the price paid would scale all on its own with an
address market, and these particular addresses (as having been used by a
spammer) would actually have that history reflected in their (presumably
discounted) price.
