Yes, ARIN honors its contractual obligations, and wouldn't push back on the policy but would implement as best it can while respecting its obligations and applicable law.
In this case where the context is a hypothetical policy regarding resources that were held by now defunct organizations, the point is probably moot, as ARIN unlikely to have any relevant contractual obligations (particularly to organizations which no longer exist.)
