ARIN checks applications for form, not truth. The assumption is that
the contractual ability to rescind addresses in cases of fraud is
sufficient protection and that in the fullness of time, fraud will
inevitably come to light.
If you can tie the jokers on the referenced message board to actual
assignments, suggest you report them and ask ARIN to investigate for
fraud.
