[arin-ppml] /20 initial allocation for single-homed server?

I wasn't aware of such little restriction on end-user assignments use/purpose.
 As an ISP I've never really looked at it.

Hypothetical and based on what I just read and a possible true story based on
this thread:

As an 'end-user' I've gotten some host to assign my little dedicated server a
/20 with little to no justification (irc,proxy,spam,ect).

*1. Having this /20 in use from the host (regardless of purpose or
justification) enough to get a /20 direct from ARIN?

*2. And he doesn't have to return the original /20 to the host?
