Correct me if Im wrong Tony but what I recall is this being presented in IPv6 Ops at the IETF 72 in 2008 and it was not accepted into the working group at that time and since then its sat inactive.

The draft looks good to me.  There is one item that I think might not have consensus here on PPML at least:

I'd like to hear feedback from other folks on the tradeoff between permanent allocations vs. requiring renewal to maintain whois database consistency...

I also noticed you have two IANA Considerations sections (5 and 7).

With regards to the IETF process for this draft:  is this draft a WG work item yet?  Which WG(s) and list(s) will it be discussed on?
