Tony,

The draft looks good to me.  There is one item that I think might not 
have consensus here on PPML at least:

I'd like to hear feedback from other folks on the tradeoff between 
permanent allocations vs. requiring renewal to maintain whois database 
consistency...

I also noticed you have two IANA Considerations sections (5 and 7).

With regards to the IETF process for this draft:  is this draft a WG 
work item yet?  Which WG(s) and list(s) will it be discussed on?
