This is the preferable choice, certainly. The problem is that it needs 
to be *routable* PI GUA, and that's not a promise ARIN can be in the 
business of making... but if it isn't routable space, it'll only be 
useful as the inside network for the NAT66. The only way for this to 
work is for ARIN to give the same relatively large size blocks to 
everyone, so that prefix-length filters can't be used. Again, given how 
much IPv6 space there is, this might actually be the right choice... but 
that just makes the "easy and cheap PI GUA" argument even harder to win.
