I got a private question that I thought was worth sharing:

Same as RFC 1918 addresses.
In fact, it would be good for this to be made explicit either
in the global RIR policy (i.e. RIR will not prove reverse
DNS services) or in the RFC or both.
Addresses intended for use on the public Internet come with
reverse DNS delegations, but ULA-C addresses only come with
guaranteed global uniqueness.
