Bill - I appreciate the view expressed in prior two paragraphs, but
that appreciation doesn't give any understanding into the reasoning
behind that view.
The RIR's are not engaged in "transnational regulatory and governance
powers": we perform "technical administration of numbering resources".
That's a fairly wide gap in perspective, and in order to make any real
progress in mutual understanding, it's going to be necessary to examine
that difference in viewpoint and the reasoning of each party behind it.
Hence, the comparison to coat room tags was to help focus the discussion
on what is so different about Internet numbering resources which makes
administration of them equivalent to assuming "transnational regulatory
and governance powers"...
