You see, my friends, what you have going on here is a large segment of the world's governments asking themselves why a nonprofit, self-formed group of technicians is assuming transnational regulatory and governance powers that, in the past, were held by national governments.

When I check my coat, the attendant gives me a tag with
a number on it. The numbers are generally unique to the
establishment, given out freely or as part of a service
bundle for a nominal fee, and aren't given out without
  need for one.

Are the coat check operators assuming "transnational
regulatory and governance powers", and if not, why do
you feel that governments are thinking that of the
  Internet Registry System?
