[arin-ppml] Board adopts Draft Policies 2010-4 and 2010-6

On 27 May 2010 the ARIN Board of Trustees adopted the following policies:

   2010-4: Rework of IPv6 allocation criteria
   2010-6: Simplified M&A transfer policy

These policies will be be implemented no later than 30 September 2010.
