I think a number four is needed: "4. All utilization details must be
provided to ARIN."

I think there is a bit of housekeeping needed in the existing text for
this proposal to be sound:

Add: "1. It's proposed use must be permitted under section 4.12"

Make that 2.
> 2. previous allocations/assignments under this policy must continue to
> meet the justification requirements of this policy;
Edit: "3. previous allocations/assignments under this policy must
continue to meet the justification requirements of section 4.12;"
> 3. previous allocations/assignments under this policy must meet the
> utilization requirements of end user assignments;
Edit: "4. previous allocations/assignments under this policy must meet
the utilization requirements defined in section 4.11;"

Bump those to 5. and 6.
